Authorizes Maryland's Public Service Commission to exercise oversight of broadband service and VoIP service, covering wireline, fixed wireless, mobile wireless, and satellite providers (excludes dial-up)

Requires the Commission to adopt regulations establishing standards for broadband infrastructure resilience and reliability, including minimum requirements for backup power generation

Mandates Internet service providers submit network reliability data, outage reports, service availability and pricing information, and emergency preparedness and post-emergency restoration plans

Empowers the Commission to conduct evaluations or audits of provider facilities based on customer complaints or collected data, and to require remedial actions if services are found inadequate for network reliability or public safety

Requires annual reports to the General Assembly beginning January 1, 2028, on progress toward improving service quality, public safety, and network resilience; effective date October 1, 2026
