Maryland Transportation Authority must submit a report to legislative committees by September 1, 2026, analyzing E-ZPass discount plans and unused commuter trips from calendar years 2023, 2024, and 2025

Report must include data on the number of discount plans issued, percentage with unused trips, average unused trips per plan, aggregate dollar value of forfeitures, and demographic/geographic trends

Authority must recommend solutions to reduce unused trips, such as extending usage windows, allowing rollovers or credits, providing refunds, or automatic transfers to account balances

If more than 25% of E-ZPass discount plans had unused commuter trips during 2023-2025, the Authority must include a corrective action plan to reduce forfeitures and mitigate consumer harm

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2027
