MD SB61

Establishes the Release Preparation Volunteer Services Program within the Division of Correction to allow volunteers, including formerly incarcerated individuals and organizations they lead, access to State correctional facilities to help inmates prepare for release

Requires the Division of Correction to create a protocol for registering volunteers, which must be maintained by the Division

Allows formerly incarcerated volunteers to choose whether their name is made public or to have another volunteer or organization listed on their behalf

Requires volunteers to submit written schedules for facility access, which the Division may only deny if the schedule interferes with normal facility operations

Takes effect October 1, 2026
