Establishes a Release Preparation Program within the Division of Correction allowing formerly incarcerated individuals to access state correctional facilities to assist current inmates with release preparation

Requires the Division of Correction to create a registration protocol for formerly incarcerated individuals, which must be approved by the Office of the Attorney General

Mandates that the registry of program participants be made publicly available and that participants submit written schedules of intended facility visits

Prohibits the Division of Correction from denying a submitted schedule unless it interferes with normal facility operations

Expands the permitted uses of the Cannabis Regulation and Enforcement Fund to include funding for the Release Preparation Program, effective October 1, 2026
