Expands the commercial blue and flathead catfish license to allow blue catfish to be caught using either a finfish trotline or a gill net with mesh size of no more than 7 inches in Maryland's tidal waters

Flathead catfish may still only be caught using a finfish trotline under this license

Renames the license from "commercial blue and flathead catfish finfish trotline license" to "commercial blue and flathead catfish license" to reflect the expanded gear options

License costs $15 annually, runs from September 1 through August 31, and does not require the holder to also have a tidal fish license

Designated as an emergency bill, taking effect immediately upon enactment
