Authorizes the Talbot County Board of Education to operate schools using a scheduling model with fewer than 180 school days by eliminating early dismissal days, provided minimum attendance hours (as defined in COMAR 13A.03.02.12) are met

Requires the alternative scheduling model to be applied to all schools in the county if adopted

Mandates that hourly school employees be offered opportunities to make up lost wages through other duties before the next school year begins

Requires Talbot County Board of Education to report to the State Board of Education and General Assembly by June 30, 2027 and June 30, 2028 on the operation of schools using the alternative schedule

Takes effect July 1, 2026 and automatically expires June 30, 2028
