Creates a new Class C-PCL (premium cigar lounge) alcoholic beverages license allowing customers to bring and consume their own alcohol on premises from 10 a.m. to 1 a.m. daily, provided they also purchase tobacco products during their visit

Local licensing boards may issue one Class C-PCL license per 150,000 county residents, with counties under 150,000 residents eligible for one license; annual license fee is $100

Licensed premium cigar lounges are exempt from Maryland's Clean Indoor Air Act but must submit building plans demonstrating adequate air filtration, post visible smoking notices, and obtain signed employee acknowledgments regarding secondhand smoke exposure

Tobacconist licenses cannot be issued for locations adjacent to licensed health care facilities or child care facilities

License holders must derive at least 70% of average daily receipts from premium cigars, pipe tobacco, and related accessories, and must submit annual sales ratio compliance reports to the Alcohol, Tobacco, and Cannabis Commission beginning July 1, 2028
