Department of the Environment must adopt regulations and standards for permitting carbon dioxide capture, removal, and sequestration projects by January 1, 2028

Defines covered projects as those providing long-term isolation of carbon dioxide through storage in geologic formations

Removes the requirement for carbon removal technology to be certified by an internationally recognized third-party certification body (struck from original bill)

Eliminates provision that would have required state agencies to use available funding sources to fund certified carbon removal projects

Takes effect July 1, 2026; addresses preamble concern that current solid waste regulations are unsuitable for carbon removal processes
