Courts are prohibited from releasing defendants after conviction pending sentencing or during appellate review if the crime resulted in the death of a victim under age 14

Applies to convictions for crimes of violence as defined in § 14–101 of the Criminal Law Article

Also applies to convictions for child neglect under § 3–602.1 of the Criminal Law Article

Creates new Subtitle 3 "Postconviction Release" under the Criminal Procedure Article, Section 5–301
