Requires nonprofit entities receiving these contracts to competitively procure any subcontracted services in a transparent manner following applicable state law

Mandates nonprofits provide annual reports to the contracting state unit on partnership outcomes and expenditures

Requires contracts to include clauses ensuring nonprofits maximize community engagement opportunities related to the historic preservation, archaeology, or conservation work

Takes effect October 1, 2026
