Establishes a statewide Electronic Device Producer Responsibility Program requiring manufacturers to finance and manage collection, recycling, refurbishment, and reuse of covered electronic devices at no cost to consumers

Significantly expands the definition of "covered electronic device" beyond computers and monitors to include televisions, tablets, e-readers, printers, scanners, copiers, cameras, radios, headphones, video game consoles, DVD players, and 36 other device categories

Requires manufacturer registration with the Department of the Environment and participation in a Producer Responsibility Organization, with registration fees of $5,000-$10,000 based on sales volume, due by March 1, 2027

Mandates convenient collection site networks ensuring 95% of Maryland residents are within 15 miles of a collection site, with minimum site requirements based on county and municipality population

Creates an Electronic Device Producer Responsibility Advisory Council to advise the Department on program implementation and make recommendations on recycling fees, device definitions, and compensation standards, with the program taking effect October 1, 2026
