Establishes civil liability for violations of Maryland's existing ban on certain harmful ingredients in cosmetic products, allowing individuals to recover damages sustained from the violation

Authorizes courts to award reasonable attorney's fees to prevailing plaintiffs in enforcement actions

Grants the Maryland Department of Health authority to investigate complaints alleging violations and to enter and inspect business premises at reasonable times

Permits product sampling during inspections to determine if cosmetics contain prohibited ingredients including phthalates, formaldehyde, mercury, certain parabens, phenylenediamines, and 13 specific PFAS compounds

Takes effect July 1, 2026
