Completion rate is calculated as the percentage of an apprenticeship cohort that receives a certificate of completion within 1 year after the projected completion date, excluding apprentices terminated during their probationary period

Establishes formal definitions for five types of apprenticeship programs: group joint, group nonjoint, individual joint, individual nonjoint, and waiver programs, distinguished by employer sponsorship structure and collective bargaining agent participation
