Prohibits the Commissioner of Labor and Industry from using wage data from employees of investor-owned gas companies, investor-owned electric companies, or combination gas and electric companies when calculating prevailing wage rates for public works projects

Requires the Commissioner to vacate and recalculate any prevailing wage rate if a petition for review reveals the rate was determined using prohibited utility company wage data

Adds a new definition of "investor-owned gas company" to the Public Utilities Article, meaning a gas company that is not a municipal gas utility or gas cooperative
