Modifies the required firearms training course for handgun carry permit applicants by removing several classroom instruction topics, including safe storage of firearms, circumstances for becoming prohibited from possessing firearms, firearm loss/theft reporting requirements, banned firearms/accessories, special permit requirements, and straw purchase laws

Adds new defensive firearm training requirements covering handgun nomenclature and selection, defensive ammunition selection, basic defensive handgun skills, drawing from concealment, loading and stoppage remediation, attack response mindset, and concealment/carry modes

Retains existing requirements for 16 hours of in-person instruction for initial applications and 8 hours for renewals, along with classroom instruction on self-defense laws, defense of others, defense of property, armed trespass law, prohibited locations, conflict de-escalation, anger management, and suicide prevention

Maintains the live-fire qualification component requiring demonstration of safe handgun handling and shooting proficiency

Takes effect October 1, 2026
