Expands eligibility for forensic genetic genealogical DNA analysis and search (FGGS) to include cases where DNA profiles failed to meet CODIS database entry requirements (such as core locus criteria), not just cases where profiles were entered but produced no match

Requires that at least 15 years must have elapsed since the crime was committed when using DNA profiles that could not be entered into CODIS due to tier requirements

Maintains existing requirements that FGGS may only be used for murder, rape, felony sexual offenses, or crimes presenting substantial ongoing threats to public safety or national security

Effective date: October 1, 2026
