Secretary of State Police must approve at least one internet-accessible training course by October 1, 2026, covering state/federal firearms laws, theft prevention, firearm safety, and recognizing straw purchases, trafficking, and self-harm indicators

Written multiple choice exam must contain at least 20 questions, with a 70% score required to pass; no limit on exam attempts

Violations subject to civil penalty up to $1,000; dealer license applications will be disapproved if training/exam requirements are not met

Licensed dealers must maintain copies of all certificates issued to themselves and employees at their place of business
