Prohibits operating or towing a vehicle without first removing accumulated snow and ice from exposed surfaces (hood, trunk, windshield, windows, roof, truck cab, trailer tops) that poses a threat to persons or property

Establishes graduated fines for noncommercial vehicles: $25 (first offense), $50 (second), $100 (third), $200 (fourth or subsequent)

Establishes higher graduated fines for commercial vehicles: $75 (first offense), $150 (second), $300 (third), $600 (fourth), $1,000 (fifth or subsequent)

Creates enhanced penalties when a violation contributes to an accident causing property damage, serious bodily injury, or death: $200-$1,000 for noncommercial vehicles, $500-$1,500 for commercial vehicles

Limits enforcement to secondary action only, meaning police may cite drivers for this violation only when already detained for another suspected traffic offense (except when the violation causes an accident)
