Removes the June 30, 2030 deadline for awarding new Douglas J. J. Peters Veterans of the Afghanistan and Iraq Conflicts Scholarships, making the program permanent

Eliminates the restriction that limited scholarship renewals after June 30, 2030 only to recipients who received initial awards before that date

Scholarship eligibility remains unchanged: Maryland residents who are veterans, active service members, or reserve members who served in Afghanistan (on/after October 24, 2001) or Iraq (on/after March 19, 2003), plus their spouses and children

Annual scholarship awards continue to be capped at 50% of the highest-cost University System of Maryland 4-year public institution's tuition, fees, room, and board
