Eliminates the requirement to obtain permission from private wetlands owners to construct a pier that is located within private wetlands, connected to a lighthouse, and not connected to the shore

Maintains the requirement to obtain all necessary approvals from the Board and the Department of the Environment prior to pier construction

Applies specifically to "lighthouse piers" - structures like piers, wharfs, docks, walkways, bulkheads, or breakwaters that serve lighthouses located offshore

Takes effect October 1, 2026
