Requires the Behavioral Health Administration to adopt regulations establishing an expedited approval process for existing behavioral health programs to relocate to new sites, separate from the application process for new programs

Allows relocating programs to reuse previously submitted documentation if the information is unchanged or not relevant to the relocation

Authorizes temporary approval for relocating programs to begin operating at new sites once the Administration determines the location meets life safety standards

Permits the Administration to consider a program's regulatory compliance record as a basis for streamlining the relocation review process

Requires the Administration to establish clear timelines and standards for the relocation review and approval process; effective October 1, 2026
