Authorizes the Director of the State Lottery and Gaming Control Agency to issue licenses to lottery courier services, allowing them to establish online systems where customers can purchase lottery tickets through mobile apps or websites

Licensed couriers may charge customers a service fee based on a percentage of the amount deposited into their account, but cannot take any portion of lottery winnings as a fee

Couriers must verify customer identity, age, and physical location within Maryland; securely store purchased tickets; notify customers of winning tickets within 24 hours; and require in-person claims for prizes over $600

Agreements between licensed couriers and State lottery sales agents must be disclosed to the Agency but are exempt from the Public Information Act

Takes effect July 1, 2026
