Creates a new Class L beer, wine, and liquor permit available only in Frederick County, with an annual fee of $250

Eligible applicants must hold a manufacturer's license along with either a Class DBR brewery license or Class DDS distillery permit

Permit holders may sell by the glass beer, wine, liquor, and mixed drinks produced by themselves or other licensed manufacturers for on-premises consumption

Free tastings are limited to 6 ounces of beer, 6 ounces of wine, or 1.5 ounces of liquor per individual per visit; combination tastings limited to 6 ounces total of beer/wine plus 0.5 ounces of liquor

Takes effect July 1, 2026, with the Frederick County Board of License Commissioners required to adopt implementing regulations
