Prohibits land application of sewage sludge with PFOA/PFOS concentrations at or above 50 parts per billion starting October 1, 2027; sludge with 25-50 ppb may be applied only under restricted conditions including reduced application rates and enhanced setbacks

Allows blending of sewage sludge from multiple sources to reduce PFAS concentrations below 25 ppb until September 30, 2029, with monthly monitoring requirements

Requires sewage sludge generators whose sludge tests at or above 25 ppb to complete source tracking studies and develop mitigation plans within specified timelines (mitigation plans due within 6 months of study completion, with up to 2 years for implementation)

Establishes quarterly monitoring protocols using 12-month rolling averages, with samples analyzed by certified laboratories at detection limits not exceeding 2 ppb

Authorizes the Department and local pretreatment authorities to establish discharge limits and set rates/fees for industrial users contributing PFAS to wastewater systems
