Authorizes holders of Class B or Class D restaurant/bar licenses in Baltimore County to obtain a permit to sell mixed drinks and cocktails in sealed containers for off-premises consumption

Off-premises sales permitted only when purchased with prepared food (not prepackaged snacks), buyer is at least 21 years old with valid ID, and sales occur by 11 p.m.

Requires the Board of License Commissioners for Baltimore County to first adopt regulations authorizing such sales, with consideration of public health impacts

Prohibits the Board from charging license holders additional fees for off-premises alcohol sales under this section

Board may limit the quantity of alcoholic beverages sold to an individual in a single transaction; effective July 1, 2026
