Requires each local jurisdiction in Maryland to establish a board of appeals as an independent, quasi-judicial body to interpret and apply zoning, licensing, and land-use ordinances.

Adds new statutory definitions for "board of appeals," "development rights," "permit," and "resident" to the Land Use Article, and expands the definition of "development" to include impacts on land, water, or air.

Changes board of appeals appointment procedures: members are generally appointed by the legislative body, but in jurisdictions with a single elected local executive, the executive appoints and the legislative body confirms.

Sets a 30-day deadline for filing appeals and requires written notice specifying the grounds; appeals automatically stay the contested action pending resolution.

Limits board of appeals remedial powers to wholly or partly reversing or affirming decisions, removing prior authority to modify decisions or issue new orders.
