Expands the definition of "virtual currency kiosk operator" to include persons who install or operate software that enables a stand-alone automated device to provide virtual currency services in Maryland

Excludes accepting or dispensing cash connected to credit, deposit, or convenience accounts from the definition of "virtual currency services," creating a clearer distinction from traditional banking functions

Requires virtual currency kiosk operators to ensure their kiosks do not operate or provide the same services as automated teller machines (ATMs)

Removes the previous statutory exclusion that stated virtual currency kiosks are not automated teller machines, replacing it with an operational requirement for separation of services

Takes effect October 1, 2026
