Requires the Maryland Department of Health to process Medicaid eligibility applications within 45 days (or 90 days if disability determination is required) and conduct ex parte redeterminations to prevent procedural disenrollments of individuals receiving home- and community-based services

Prohibits the Department from disenrolling individuals solely for missing documentation, signatures, or incomplete information unless all verification processes are exhausted, clear written notice is provided, and receipt of notice is verified

Mandates automatic reinstatement of services retroactive to the disenrollment date if disenrollment resulted from Department error or delay, with reserved waiver slots for those disenrolled on or after January 1, 2024

Requires the Department to provide eligibility information in accessible formats, including free language services for limited English proficient individuals and auxiliary aids for individuals with disabilities

Establishes quarterly reporting to the General Assembly beginning January 1, 2027, on redetermination statistics including total renewals, terminations, procedural terminations, and processing times
