Requires the Maryland Department of Health to process Medicaid eligibility applications within 45 days (or 90 days if disability determination is needed) and conduct ex parte redeterminations using existing data to prevent procedural disenrollments from home- and community-based services.

Prohibits disenrolling individuals solely for missing documentation, signatures, or incomplete information unless the Department has exhausted verification processes, provided clear written notice, given reasonable time to respond, and verified notice receipt.

Mandates automatic reinstatement of eligibility and services retroactive to the disenrollment date when procedural disenrollment results from Department delays or errors, with the recipient treated as continuously enrolled.

Requires the Department to reserve waiver slots for individuals with developmental disabilities disenrolled on or after January 1, 2024 who have had eligibility reinstated and requested services.

Establishes quarterly reporting to the General Assembly beginning January 1, 2027, tracking redetermination numbers, renewal rates, ex parte renewals, terminations, procedural terminations, and processing times, with reports posted publicly on the Department's website.
