Prohibits knowingly and willfully interfering with a custody order by enticing, persuading, or withholding a minor from their lawful custodian, court-appointed guardian, or person standing in loco parentis

Establishes graduated penalties: first offense receives a written warning; second offense carries a civil fine up to $250; third offense carries a civil fine up to $500

Fourth offense becomes a misdemeanor punishable by up to 30 days imprisonment; fifth or subsequent offenses are misdemeanors punishable by up to 1 year imprisonment

Written warnings must be signed by the issuing law enforcement officer and include the violator's identifying information, violation details, and notice of potential future penalties
