Requires mandatory membership in the Correctional Officers' Retirement System for Allegany County local detention center officers if the county becomes a participating governmental unit in that system

Grants affected officers eligibility service and creditable service credit for their employment with Allegany County prior to the effective date

Terminates membership in the Employees' Pension System for officers who transfer to the Correctional Officers' Retirement System, with no further rights to benefits under the old system

Exempts the transfer of creditable service for these officers from the standard requirements under Title 37 of the State Personnel and Pensions Article

Takes effect June 1, 2026
