Exempts community cat caregivers from Maryland's animal abandonment prohibition when providing care under a trap-neuter-return (TNR) policy

Defines "community cat" as a free-roaming cat (including feral cats) that may be cared for by local residents, and requires "eartipping" (removing the distal one-quarter of the left ear under anesthesia) to identify sterilized and vaccinated cats

Prohibits local TNR policies from requiring registration or certification for community cat caregivers, and requires policies to allow caregivers to reclaim impounded cats without proof of ownership

Mandates that eartipped cats received by shelters or trapped be returned to their original location unless veterinary care is needed, and establishes TNR as the preferred disposition for impounded community cats

Preempts any local law, ordinance, or corporate policy that prohibits or restricts TNR practices; effective October 1, 2026
