Authorizes local jurisdictions in Maryland to enact laws requiring or providing for the preservation of natural resources through various land use mechanisms

Defines "natural resource" to include land, water, forests, wetlands, floodplains, habitat areas, sensitive areas, and other areas providing ecological, hydrological, or conservation value

Specifies six preservation mechanisms local governments may use: transfer of development rights, conservation/preservation easements, open space or agricultural land preservation programs, cluster or conservation subdivision design, riparian buffer/floodplain/wetland protection requirements, and other zoning mechanisms for long-term resource protection

Amends the Land Use Article of the Maryland Annotated Code by adding natural resource preservation to the existing list of local planning authorities alongside affordable housing and public facilities provisions

Effective date: October 1, 2026
