Establishes a trophy season for striped bass with specific 2026 dates (April 17-19, April 24-26, May 1-3) and requires future trophy seasons to include three 3-day periods in late April/early May, with a 28-inch minimum size requirement

Requires the Department of Natural Resources to complete and submit economic impact statements for proposed fisheries regulations identified as having major stakeholder impact at least 15 days before publication

Designated as an emergency bill, taking effect immediately upon enactment
