Racing licensees (Rosecroft Raceway and Ocean Downs Racetrack) may now receive grants from the Racetrack Facility Renewal Account for capital construction without providing matching funds, changing from a previous requirement to an optional provision

Racing licensees receiving grants without matching funds must commit to conducting live racing in Maryland for at least 10 years after completing the construction plan

The State Racing Commission must recapture grant funds on a pro rata basis if a licensee that received funding without a matching fund fails to conduct live racing for the required 10-year period

Minimum annual live racing requirements remain in place for funded years: 60 days for Rosecroft Raceway and 40 days for Ocean Downs Racetrack, with minimum capital maintenance spending of $300,000 each
