Racing licensees may now receive grants from the Racetrack Facility Renewal Account for capital construction without providing matching funds, changing from a previous requirement to an optional provision

Licensees receiving grants without matching funds must commit to conducting live racing in Maryland for at least 10 years after completing the approved construction plan

State Racing Commission must recapture grant funds on a pro rata basis if a licensee that received funding without matching funds fails to conduct live racing for the required 10-year period

Minimum annual live racing requirements remain at 60 days for Rosecroft Raceway and 40 days for Ocean Downs Racetrack, with $300,000 minimum capital maintenance spending required for each facility

Effective date is July 1, 2026
