Exempts contracts entered into by the Office of International Trade in the Department of Commerce from prohibitions on certain State contract provisions, specifically for contracts relating to development of international business activities and opportunities

Adds this exemption to existing law that already exempts State contracts relating to the purchase, redevelopment, or operation of racing or training facility sites

Prohibited provisions that normally cannot be included in State contracts include: indemnification without appropriation, binding arbitration, out-of-state venue selection, liability limitations, unknown or unilaterally changeable terms, and automatic renewal clauses

Effective date: July 1, 2026
