Establishes the Maryland's Future Board under the Department of Commerce with 8 members: 3 appointed by the Governor, the Comptroller or designee, 2 by the Senate President, and 2 by the House Speaker, serving 4-year terms

Requires the Board to develop a visionary plan for Maryland's future by January 1, 2027, with annual evaluations and project recommendations due each August 1 starting in 2027

Creates the Maryland's Future Fund as a special, nonlapsing fund to finance Board-recommended projects, with interest earnings retained in the Fund

Requires the Comptroller to study Maryland's economic growth trends, including state migration, AI job displacement, and workforce training needs, with a report due by December 1, 2026

Act takes effect July 1, 2026 and automatically sunsets on June 30, 2031
