Maryland Economic Development Corporation (MEDCO) is authorized to participate on project management teams for major IT development projects (those costing $5 million or more) by working with the Department of Information Technology, state agencies, and vendors on scope definition, budget/schedule management, risk mitigation, and project delivery.

MEDCO and the Secretary of Information Technology must identify one major IT project as a pilot demonstration where MEDCO will serve as the primary project manager on behalf of a state government unit.

MEDCO must report to the General Assembly by July 1, 2026 on the identified pilot project, then provide quarterly progress reports starting October 1, 2026 covering problems, cost estimates, scope changes, vendor qualifications, and potential issues.

MEDCO must evaluate alternative financing mechanisms for major IT projects, including approaches used in other states, and submit a report with recommendations to the Secretary of Information Technology and General Assembly by December 1, 2026.

Effective date: June 1, 2026.
