Prohibits any person or form document from representing that attorney certification is the only method to certify a deed for recordation, when self-certification by a named party is also permitted under existing law

Prohibits circuit court clerks from refusing to record a deed solely because it lacks attorney certification, as long as the deed bears certification by a party named in the instrument

Applies to deeds other than mortgages, deeds of trust, assignments of rents, lease assignments for security purposes, and mortgage/deed of trust assignments or releases
