Maryland Department of Health must organize the Maryland Medical Reserve Corps to provide a statewide volunteer network of clinical and nonclinical personnel for public health emergencies, disease outbreaks, and natural disasters

County health officers may make staff appointments without State approval if positions are fully funded by non-State sources, and may enter contracts if the Secretary of Health fails to respond to approval requests within 7 days

Establishes the Public Health Workforce Development Fund as a special nonlapsing fund administered by the Maryland Community Health Resources Commission, with funding from the Population Health Improvement Fund and state budget appropriations

Restructures the Commission on Public Health by adding new members (Secretary of Budget and Management, Secretary of Information Technology, CRISP CEO), changing leadership selection to member-elected chair and vice chair, and extending the commission through June 30, 2028

Requires the Department of Legislative Services to develop a process to assess health equity impacts of relevant legislation
