Prohibits employees of state and local correctional facilities from inquiring about immigration status, detaining individuals for federal immigration authorities, or transferring individuals without a valid judicial warrant signed by a judge

Prohibits law enforcement agents from asking about citizenship or immigration status during stops, searches, or arrests, and bars them from notifying federal immigration authorities of individuals in custody without a court order

Excludes documents issued by the Department of Homeland Security, Department of Justice, or successor agencies from qualifying as valid "court orders" or "judicial warrants" under the law

Requires all correctional facilities and law enforcement agencies to adopt policies consistent with these restrictions, including penalties for employees who violate the requirements

Creates a private right of action allowing individuals subjected to violations to sue for actual damages, punitive damages, and injunctive relief; effective October 1, 2026
