Criminalizes using artificial intelligence or deepfake representations to impersonate another person with intent to defraud, mislead, or cause harm, or to create/distribute false records for harmful purposes

Defines "deepfake representation" as photographs, videos, audio recordings, or computer-generated images indistinguishable from an actual identifiable human being (excludes drawings, cartoons, sculptures, and paintings)

Establishes felony penalties for AI/deepfake violations: up to 5 years imprisonment and $10,000 fine for one victim; up to 10 years and $15,000 fine for two or more victims

Expands identity fraud law to prohibit using personal identifying information to cause "harm" (defined as physical injury, serious emotional distress, or economic damages) and assuming another's identity to harm, harass, intimidate, threaten, or coerce

Creates civil cause of action allowing victims of AI/deepfake fraud to sue for injunctive relief and other appropriate remedies; effective October 1, 2026
