Governor must withdraw Maryland from the Regional Greenhouse Gas Initiative (RGGI) by January 1, 2027

Maryland may only rejoin RGGI if all other states in the PJM Interconnection become full RGGI members, or if Maryland becomes and remains a net exporter of electricity

Eliminates the surcharge on customer utility bills that allowed electric and gas companies to recover costs for EmPOWER energy efficiency programs

Changes net metering compensation for customer-generators (such as solar panel owners) so excess electricity is valued at the standard offer service rate rather than the potentially higher rate from a third-party electricity supplier

Effective date: October 1, 2026
