Adds a substitute member to the Board of License Commissioners for Garrett County who may serve when regular members are absent due to illness or conflict of interest and has full powers when serving

Creates a Special Event Permit for Class 3 winery and Class 4 limited winery license holders, allowing sale of beer, wine, sparkling wine, and liquor at private events where the entire premises is rented, with an annual fee of $1,750 and limited to 32 uses per year

Imposes new requirements on caterers and catering option holders at catered events: must supply and ensure presence of service personnel (bartenders, wait staff) at all times, and have at least one person certified by an approved alcohol awareness program on-site

Requires local caterer's license holders to ensure food sales represent at least 70% of the total cost of each catered event

Requires alcoholic beverages license applicants to include a statement on their application indicating U.S. citizenship status (natural-born or naturalized), or if not a citizen, a statement of federal immigration compliance with supporting evidence
