Public school personnel must notify the county superintendent when they receive notification of immigration enforcement at a school, and school security personnel are prohibited from engaging in federal immigration enforcement activities or sharing student/employee records for immigration purposes without a valid judicial warrant, subpoena, or legal order.

Expands the definition of "sensitive locations" to include designated school bus stops, school vehicles, and locations that distribute food to individuals in need, in addition to existing categories like public schools, libraries, health care facilities, and courthouses.

Public schools, public libraries, and state/local government units at sensitive locations must deny access to non-public areas to anyone seeking to enforce federal immigration law unless they present a valid federal court warrant or exigent circumstances exist.

Requires the Attorney General to update guidance on immigration enforcement at sensitive locations by October 1 each year beginning in 2026, with public schools, libraries, and government units required to implement policies consistent with the updated guidance.

Designated as an emergency measure requiring three-fifths vote in both legislative chambers, taking effect immediately upon enactment rather than the standard July 1, 2026 date.
