Establishes a State Center Advisory Group to provide community input on development of the 28-acre State-owned property in Baltimore City, with membership including presidents of neighborhood associations within a 1-mile radius, anchor institutions, and 19 designated community organizations

Requires any new or modified development contract to include a comprehensive local hiring plan with goals for construction jobs, long-term employment, and job training; an economic improvement plan prioritizing minority-, women-, and locally-owned businesses; and a community benefit agreement with the Advisory Group

Mandates that development plans include anchor institutions providing public or community services as major tenants, along with retail, housing, offices, a full-service grocery store, green space, and elements connecting State Center to surrounding communities

Extends the construction timeline from 18 to 24 months after contract execution for developers to begin construction using best practical efforts

Takes effect October 1, 2026
