Transfers appointment authority for Maryland Parole Commission members from the Secretary of Correctional Services to the Governor, with Senate confirmation required

Panel members include the Executive Director of the Maryland Police Training and Standards Commission, Secretary of Public Safety and Correctional Services, Public Defender, President of the Maryland State's Attorneys' Association, and President of the National Association of Social Workers – Maryland Chapter

Governor appoints additional panel members: three service providers from mental health, substance use treatment, vocational/educational training, or community organizing; three general public members; one prisoners' rights advocate; and one victims' rights advocate
