Authorizes the Board of Public Works, by majority vote, to declare the federal government delinquent on funds owed to Maryland when the federal government does not comply with court decisions upholding congressionally approved spending

Empowers the Central Collection Unit to collect delinquent federal funds, place liens on federal property located in Maryland, and direct the Comptroller to withhold state payments to the federal government

Reserves Maryland's jurisdiction over land leased or held by the federal government in the state when the federal government is found non-compliant with court decisions on congressionally approved spending

Requires delinquent federal funds determined by the Board of Public Works to be referred to the Central Collection Unit for collection action

Takes effect July 1, 2026, with severability provisions ensuring remaining sections stay in effect if any portion is ruled invalid
