Adds grounds for discipline of naturopathic doctors to include being convicted or disciplined by a court of any state or country, aligning with standards for other health professions

Updates outdated terminology throughout the Health Occupations Article, changing "Veterans Administration" to "U.S. Department of Veterans Affairs"

Takes effect October 1, 2026
