Attorney General must conduct legal review of all petitions to place handguns on Maryland's handgun roster and determine compliance with state and federal law within 45 days, with the petitioner bearing the burden of proof

Maryland State Police or an accredited laboratory must test handgun specimens before roster placement, including 500-round function testing (failing if more than 6 malfunctions occur) and drop/impact testing (failing if the handgun discharges)

Handgun Roster Board's role shifts from decision-maker to procedural oversight body; the Board can no longer make determinations on lawfulness, safety, or functionality and must update the roster within 15 days of Attorney General determinations

All handguns on the roster as of October 1, 2026 must be retested by Maryland State Police by March 31, 2028; petitions pending as of October 1, 2026 will be adjudicated under the new procedures

Board membership changes from requiring a National Rifle Association representative to allowing any handgun owner or representative of organizations promoting responsible firearm ownership, safety, or Second Amendment rights
