Prohibits any unit of State government from implementing or enforcing energy efficiency and conservation program requirements (§§ 7–222 through 7–226) beginning July 1, 2026

Halts programs that support greenhouse gas emissions reduction goals and targets established under Maryland environmental law

Requires the Public Service Commission to continue rate-making policies allowing electric and gas companies to recover all unpaid and unamortized costs incurred on or before July 1, 2026, for existing energy efficiency programs

Mandates the Public Service Commission to report to the General Assembly within 3 months after all utility companies have recovered their costs, including a recommendation on whether the moratorium should be rescinded

Takes effect July 1, 2026
