Authorizes Carroll County Commissioners to enact local law dividing the county into districts of any number, shape, or area and establishing district planning commissions

District planning commissions would have the same powers and duties as the county planning commission, including developing zoning, subdivision, and facilities plans for orderly growth

Requires district planning commissions to hold public hearings and submit proposed plans, regulations, and zoning maps to County Commissioners for approval

County Commissioners may abolish a district planning commission at any time and for any reason

Effective date: October 1, 2026
